While a Phasor Measurement Unit (PMU) measures the fundamental frequency components of voltage and phase angle in a power system, a Waveform Measurement Unit (WMU) offers a more granular and comprehensive view by capturing the raw, time-synchronized waveform data. This allows WMUs to detect subtle disturbances and high-frequency events that PMUs are designed to ignore, making them more capable in specific situations. 

WMUs are superior to PMUs in the following ways for capturing high-frequency events:

Incipient fault detection: The high-fidelity data from WMUs allows for the detection of subtle disturbances that could indicate an incipient, or developing, fault. These early signs would likely be missed by a PMU, which only reports changes in the fundamental frequency. 

Raw waveform capture: A WMU directly reports raw voltage and current samples that are time-synchronized by a GPS or other precision clock source. A PMU, on the other hand, uses these raw samples to calculate and report only the phasor values (magnitude and angle) of the power frequency.

Granular data: By providing full waveform data, WMUs can capture and analyze high-frequency transients and sub-synchronous oscillations that are filtered out by PMUs. This is critical for monitoring modern power systems that include high-frequency switching inverter-based resources (IBRs) like solar and wind power plants.
